Both relays will latch but RY600 will unlatch after 15 seconds | RY600 is the degaussing relay. The 15 second delay is normal. Since the unit never develops high voltage it would be obvious to all that vertical deflection will not occur. However the flashing of the LED ""4"" times is a bit misleading. The turn-on relay (RY602) latches but we are not able to achieve secondary B+. Closer inspection discovers that we are not getting primary voltages either.
